I've just installed 1.3.9rc14 on a fresh switch out a box.
Getting this in the system logs. There is currently nothing plugged into the switch. Should I be worried about this?
Dec 31 19:32:31 switch[1358]: 48V is out of range (41.4V)
Dec 31 19:32:31 switch[1358]: 24V is out of range (20.2V)
Dec 31 19:32:31 switch[1358]: 24V (Ports 13-24) is out of range (20.2V)
Dec 31 19:32:31 switch[1358]: 3V is out of range (2.3V)

Do you have an SFP module in?
If so remove it and see what happens as some SFP modules are incompatible or your SFP module is bad. (THIS IS MY GUESS)
If not try the upgrade again and then power cycle it.
If it is still acting acting up post up the Devices/Status Tab

It looks SFP related indeed. I had another switch that has a SFP in it. was running 1.1.8 [yeah I know old firmware ;) ] after upgrading it to 1.3.9rc14 I'm getting the same problem. I've reflashed the unit and cycled it. Everything is working though, including the fiber port.
One unit is using Cisco SFPs, this one is using Telecoast.

Yes that is more than likely an incompatible or BAD SFP module.
