We are having this same problem as described above but only during the heat of the day. The switch is warm box but temperatures on the Board, CPU and PHY is all in the normal yellow range with the fan running at 6000 rpms. The switch is only peaking at 60w at 24v . We moved all the devices onto POEs and they stopped power cycling. If this were a grounding problem, it wouldn't happen in the middle of the day, would it? Cable runs to the radios are 150 feet. We are running 1.5. Flow control is "NONE" on all ports.

Read my footer for instructions.
I would look at the RJ45 connections, possibly the heat is causing them to lose connection as the heat expands them? - reaching here.
Yes our older units those manufactured 18 months ago or older are limited to 108+/- watts for 24V, newer models are rated to 160+/- watts.
See this post: viewtopic.php?f=17&t=3934#p24989
However you state 60 watts peak 24V draw. It could be a defective pr failing 24V power supply. Instead of putting all units on POE brick try reducing the number of radios 1 at a time reducing the 24V draw and see if it stops.
Also what radios do you have, if some of your radios are AFX radios you can power them with 48V ot 48VH see this post: viewtopic.php?f=6&t=1215#p9040
