WS12-250-AC as POE injector Fail

I have been having some new issues where Netonix isn't working in designs it used to. Trying to isolate the issue by creating a bench test of simpler configurations to isolate the issue. I am currently at the simplest configuration that I would expect to work. I am using the Netonix as a POE injector to program new radios.

Laptop with USB to Ethernet adapter connected to
netonix WS12-250-AC on port 12. Netonix is at factory default except for changed IP to not conflict with radios. Firmware 1.5.5 board Rev F
Turned POE 24v on port 5

connect ubiquity RocketPrism 8.5.12 and 8.7.1 factory default.

Not able to ping rocket from computer. If i use a standard POE injector instead of netonix, it works.

Tried with multiple radios, including standard AC CPEs at factory default and our base configuration with a different IP address.
Tried with multiple Netonix Switches

Am I missing something

Update. After finding viewtopic.php?f=17&t=6180

tried the downgrade to 1.5.3 - works
Tried the upgrade back to 1.5.5 - works
Use the GUI reset to defaults (and changed netonix IP) - works
