WS-250-12-DC No Fan with 24VDC supply

We just got 2 new WS-250-12-DC in and powered them up with our normal 24VDC. First thing I noticed is that the fan did not run at startup. SO I logged in and checked and the fan says error. Also the Board 48 says 21.1, and 24v says -0.6 The input voltage is 28 VDC

We replaced the power with a 48VDC power supply and everything is fine.

Tried back and forth several times. If we use a 24VDC power the 2 units do not work.
