I thought that this had been fixed firmware versions ago but on 1.3.4 it still seems to be happening. When you disable a port with PoE the switch seems to shut down the PoE on that port as well.
Is this a bug or intended design?

No, one thing was fixed in v1.3.4 to do with a port not in a VLAN getting POE turned OFF
It is fully fixed in v1.3.5 but I strongly suggest v1.3.7rc4
Final v1.3.7 will be out in a day or so

I didn't follow. No what? When i disable a port is it suppose to shut down the PoE or not?

No it was not fully fixed in v1.3.3 or v1.3.4
It is fixed in v1.3.5 and v1.3.6 but I would not use those versions I suggest v1.3.7rc4 which you can download
