Netonix 48VH port doesn't power on after reboot

I've run into this odd problem, and I hope that someone can help me figure out what's going on. I've tested with both WS-6-mini-AC's and a WS-8DC, using the latest firmware and even some of the older firmware loads and the problem persists.
If I have a unit supplying 48VH to a WS-6-mini, but I have the port disabled (don't want ethernet), on a reboot it will fail to power correctly the WS-6-mini and it never boots up. If I then enable the port, it will begin to power the WS-6-mini correctly, at which point I can go ahead and disable the port again and everything works fine.
This happens regardless of if I have POE-smart enabled for that port or not.
I've setup a bunch of units on the test bench and have been able to replicate the problem consistently.
Is this a bug or am I doing something wrong? Thanks
