I just received 10 Netonix switches 6 of which are Netonix WS-10-250-AC.
Of the 6 there is one unit in which the fan does not turn off? Is this a defective unit?

It is possible, a couple months ago we had a few fans sneak through with bad crimp ends. We sense adjusted testing to make sure this does not happen again.
Just for giggles upgrade to v1.3.9rc14 believe it or not this can help "sometimes", it is far to complicated and time consuming to explain why.
If it still is happening after you upgrade then that means the Yellow Fan wire has a bad crimp end.
Options:
FASTEST SOLUTION:
If you can open the chassis and use a pick to pull out the Yellow wire and solder it on to the metal connector that will probably fix it.
SECOND FASTEST:
I can send you a replacement fan
SLOWEST:
You can RMA it and we can fix it.
