What do the left and right arrows indicate by the speed (or capacity) rating in the third column in the GUI? I've noticed them on 1G links as well as 100/F. I can't seem to determine a pattern as to why some would have them and others not. It's almost as if it's indicating some sort of duplex, but on identical links, some will have them; others not.

Flow control is a complex topic and cannot be simplified into good or evil. If you don't have flow control and you overrun the buffers, you have dropped packets.
I suggest you find 1.5 spare hours and look at the Youtube video that Chris posted. There are also several threads here on flow control.

Those arrows indicate not that Flow Control is enabled but that the device connected to the switch has properly negotiated Flow Control.
In short you need Flow Control in a Layer 2 network but even more so with a wireless network but watch the video for WISP Switch on You Tube and read this ENTIRE thread from post 1 to last viewtopic.php?f=17&t=671&hilit=flow+control
