Re: WS-12-250-DC max cpu
CPU has nothing to do with switch capacity.
CPU is there to run the UI/CLI and Daemons, the switch core is a separate thing.
Might help to know model of switch and firmware version.
Also your configuration, easiest thing to do is post up screen grabs of any Tabs with configuration changes and the Device Configuration.

Re: WS-12-250-DC max cpu
Can you please try v1.4.0rc12 - BETA / Release Candidate
.
If this doesn't fix the CPU utilization, we might have to remote into your machine to see why your CPU usage is so high because that is not normal.

Seeing the same thing today on 1.5.1rc11. Should I try rebooting the switch? Been damn cold here, -15 last night, above 0 now.

I would reboot it then upgrade to v1.5.1
Sometimes there is a "rare" issue when the service SWITCH loads multiple times. I recently saw this on 3 of my WISP's Netonix switches, a reboot resolved it.
Stephen is working on this as it should never happen.

Re: WS-12-250-DC max cpu
I rebooted it which cleared the max cpu and then rolled it back to 1.5.0 - last night it disappeared for a couple hours then came back up late in the evening. It's passing data but we can ping the switch but not login to it. Its powered by a couple of 12v solar panels. Short of driving out to reset it, is there anything we can try first remotely?
We ssh'd in and ran the reload cold command. Still cannot access the web gui.

OK but when your on site plugged into the unit you can access the web UI?
If you can access the web gui on site plugged into it then this would tend to indicate a network configuration issue?
