Try a factory default and manually set back up, maybe your config is corrupted so do not export and import config manually set back up.

Post up your Status and Ports and Device/Configuration TABs
Things to try:
Change the port setting on the SFP port from say AUTO to AUTO SFP or 1G
A different brand SFP module
Disable Discovery TAB
Other people are not reporting this issue including me and I have a lot of older WS-24 units in service so something about your unique configuration or setup must be causing this.

Ok...
1. I have 0 SFPs in the switch we do not use SFPs....
&
2. The WS-24-400B only has 2 SFP ports....
So I am going to Disable the Discovery TAB and see what happens

OK sorry;
Try not disabling the SFP ports even though there is nothing in them.
Also make sure the SFP ports are in a VLAN as if they are not this causing a port to be disabled.

Ok, enabled the SFP ports, however we do not use separate VLANs in this switch.
