Port changed from Disabled to Enabled takes time to pass TX

When I enable a port after it has been disabled it seems to take 40+ seconds for some TX flows to start passing. In the attached diagram is my layout, here is how I am able to replicate it
1. Ping the router from the laptop
2. Disable port 12
3. Wait some time
4. Enable port 12
The pings I had going before I disabled the port don't start pinging again until 30+ seconds. If I start a new ping to a new IP sometimes it works sometimes it doesnt. But they all seem to start working eventually at around the same time. Weird thing is that the router can ping the switch within less than a second of the port coming back up. It seems that it only takes a while when there is more than 1 VLAN on the switch. It doesn't matter what devices are on either end it always happens and causes some instability for us sometimes. The Netonix switch doesnt have QOS, STP, or LAG. It is running 1.5.2

This can happen with RSTP enabled if there are other RSTP switches involved, check log for RSTP cycle port STP statuses.

You can disable STP per port basis
