What to do with switches that don't fully boot?

What is the best course of action for trying one last time to recover a switch that won't completely boot? Ive done the firmware recovery and while it appeared successful rebooting just results in full fan speed and console ends with "switch: 'Luton26' board detected"

It may need to be RMA'd but first try performing a hard default of the switch.

I did a hard reset.
Switch now lands on "i2c_vcoreiii i2c_vcoreiii: i2c bus driver on IRQ 19" indefinitely...
