Flow control disabled on a single port? Why?

We are facing an issue related to Flow Control selection not available on one of the netonix port which is 100 Mbps. Can you please suggest why this get disable? Please see screen shot.

I figured this on my own. The port has QoS rate limiting enabled and as soon as we enable it the flow control get disabled on the said port.
