WS-150-AC 8 port starts boot looping , not sure what to do

hello.
i have a WS 8 150 AC which is the 8 port 24/48v WISP switch.

It's updated to the latest version.

I'm having an issue where it begins to bootloop and I cannot figure out how to resolve it nor figure out what is happening.

How I can cause it:
There are many ways, sometimes I can plug a (non poe) desktop/laptop and it might not like the adapter and begin looping.
I'm only using about 30 watts worth, since I have 3x rocket ac lite, 1x M5 and then an Edgerouter X as the router.

Today it happened when I re-enabled my desktop's wired ethernet (I was using my other interface for testing) and in the past it has happened when applying config changes such as vlans.

I took it apart and did a complete visual inspection, everything looks good. No bad caps to the naked eye or anything. I also cleaned and blew out the case for good measures.

The following happens:
switch boots up normally, all ports enable, POE is enabled to the devices. Link is up.. A few seconds pass. Fan ramps up, ports all loose link (but not POE) for a few seconds, then the link is restored.. few seconds link drops out, fan ramps and it keeps going.

At no point is POE lost, and it can happen under a random circumstance where it is not expected. I'm thinking of picking up a USB-to-serial to maybe diagnose this but I don't know what or how to do it.

it was the 3.3v cap issue, if you need to know how it's done see my other post.
