My WS-12-DC running V1.5.7 has no "Power Down", "Power Up", or "Priority" columns on the "Power" page.
Did I buy the wrong switch? The WS-12-DC meets my needs in every other way.

The WS-12-DC is not a smart DC switch. In the power supply of a smart DC switch, there is a micro controller that can be told to shutdown the switch or turn it back on at set times from the UI, on the dumb DC switches they lack this ability.

Just my own two cents ... But when you say smart xx switch, that's kind of misleading given that in the history of switches "smart switch" has come to mean any switch that one can log into and manage a configuration.
It would be better I think if you had a different feature name like "Smart-PSU" to distinguish them? But that's just me. :)
