High packet loss to management interface

I am experiencing high packet loss to my WS-12-250-DC when wired directly to it with my laptop, around 48% loss with average ping time around 4400ms. I am experiencing no loss to my router/ap/WAN/etc that I can access through the Netonix switch. I am running firmware 1.5.14
