Rate Limiting at Switch Port

so I think there are two things going on here. A thread on the wispa list just reported people are seeing bad speeds to speedtest servers lately. I tested with speakeasy and that resolved the issue at most locations.

I still have one that's a stick in the mud and I can't figure out. It's fed by a RocketM5 link. The link is a 130/130 at 95%/95%.

I can aggregate push 80meg. But can't get above 40 in any one direction. Not sure what's going on there.
