I thought I posted this but here it is again.

Am sure you are wondering and I was curious to make sure the cable didn't get pinched or stretched

I was going to suggest to change the Ethernet cable as a test...

Powered off the port, changed the cable, and powered it back on.

Pre-made cable, same length.

Same results. Passes cable diagnostics, and the voltage is fluctuating again

ok, lets try below:

1) try a different port with same device
2) try a different device on same port

1) Steps:
- Powered off port 1
- moved cable to port 2
- powered on port 2 24V
- wait
- same result with voltages

2) Do you want powered or non-powered in port 1, or does the above test invalidate #2 ?

Plugged a UVC-G3 into port 1 while port 2 was still online.
Same fluctuations.

Powered off port 2, stabilized for a moment, then started to fluctuate again, stabilized some, and is fluctuating again just as badly.

how about try another set of ports, each pair of ports share an ethernet transformer on the board....try plugging into ports 3/4
