I'm guessing it's not possible to do this, so maybe this is a firmware request more than an issue.
I really need a read-only login versus a read-write login. That would be a minimum request. Would I would really like is multiple logins, that have varying levels of privileges. One privilege to bounce an Ethernet port, another privilege level to allow power cycling a port. I'd also say a privilege level that allows VLAN modifications, and one that allows configuration level.

I had a coworker on a former job that had absolutely no fear of consequences so I have empathy for the OP's need. Some folks would probably say the solution is easy, just don't hire someone you don't trust.
