PoE Not turning off

I have a WS-12-250-DC in a remote location that is not turning the PoE off on one of the ports. Conencted to the port is a Hikvision network camera. I am trying to power cycle the camera, but it doesn't want to turn off power on that port (port 11). I have not yet rebooted the switch (and have to plan a midnight outage before I can do so). Any ideas on what I can do besides a reboot? I attached a picture of the Ports and Status Pages.

Not really, things to try:

Software reboot - WARM RELOAD
Power Cycle - COLD BOOT

If no joy then something failed or is damaged and needs repaired via rma
