I've seen a set of circumstances occur that resembles this, If you have physical access to the switch, can you perform cable diagnostics with another port?
I'm thinking it could be an issue with that port's ethernet transformer.

You were right, after trying out with another port I get the same values. does it me port is not functioning properly?

Yes. What you're seeing is the result of insulation breakdown within the ethernet transformer. This is caused by heat, generally because of overcurrent/voltage on that port. I would turn the power off on that port (and verify that it is indeed off) immediately. If the insulation degrades further, applying power to that port will cause more damage.
I would encourage you to RMA it even if you can resume normal operation by shuffling ports around - it's a fairly quick fix at this point, but won't be later.
Thanks!
