Now on to the email issue:
The switch is located on an invalid IP 17.16.8.66
The mail server is located at a valid IP address
Now this is not a problem provided this is all within your network and your routing 172.16.X.X throughout your network but I do not know your network.
So first things first things first have you verified your switch can ping the SMTP server?
Your SMTP settings look correct except you do not have the SECURE connection checked which I have to have checked for my mail server? Most email servers will require this box checked.
There is a TEST button for the SMTP service have you tested it and verified you receive your test email?
If you're not getting your TEST email then you need to investigate why.
