I have an WS-12 400 AC, and the cpu is at 74C but the fans are not turning on.
Board at 37C
CPU at 75C
PHY at 65C
Can I turn the fans on via console?

Upgrade to v1.5.1 and put another screen grab of the FULL Device/Status TAB
But the fans do not turn on until board temp is 40C for v1.5.0 and older and 45C for version v1.5.1

Doing so could result in damage to the switch. It's really best to wait for the auto fan control to do it's thing. Like sirhc said it will trigger when board temp reaches 45C if you are on the latest firmware.

I'm waiting for it to pack it in. I should mention it is -35C where this switch is right now.

Then that is why your fan is not running.
It will turn on when needed and if it fails it will log an error and if you have SMTP setup send you an email alert.
