Agreed. However there is a correlation between the "monitor: restarting vtss_appl" showing up in the log file on the switch and the switch dropping packets.
I have a number of VLANs that go through it on other Ethernet ports (not the Management Ethernet port) which terminate on other devices that are in the same building, and those VLAN's show dropped packets as well.
So it's not just the pings from the connected router to the switch's MgMt IP/VLAN/Port - it's traffic crossing the switch. It may just show a second or two of really high latency, but more commonly it drops the packet(s). And the latency/drops correlate with the monitor: restarting vtss_appl message in the switch log.
This was not a problem prior to upgrading to 1.5.0 - where it first showed up, and then further upgrades to the RC which is still showing the problem.

I upgraded another 24-400 that I had in stock to 1.5.0 and tried to downgrade it to 1.4.7 for a test before I try the same thing in production, and it fails at unpacking firmware with the error Error: Missing fisdir_m25q128

I've been seeing this issue since 1.4.7 or so. My log shows row after row of the vtss?_appl error ... I'm running the latest RC.

Try a running constant ping from directly connected device to the Management IP of the switch.
Do you see packet loss ?
