WS-8-150AC - Broken after power outage

I have a WS-8-150AC that might be having issues. Today the power at the tower went out briefly (high wind related) and everything came back online at the tower including the switch after the power was restored. Well a few minutes later the Switch went offline but the other device at the tower in front of or not powered by the switch stayed online.

I logged into the tower router and the interface from the router to the switch was flapping every few seconds but with no recorded errors. I planned to go out and replace the switch, but while I was programming the replacement I decided to use my network power switch to power cycle the switch remotely.

After I powered off the power port for 10 seconds the switch rebooted and is now working again. Is this switch damaged or something else? It has survived other power outages before.

Well it was up a few minutes and now seems to be back to flapping (rebooting??) over and over again.

I will say I did replace this switch quite a while ago due to the previous one having the defective 3.3V Cap issue. Not sure the date of the device that replaced it.

Went out to the tower and the switch looked like it was rebooting over and over again. Replaced it with one that was RMA repaired for the 3.3V issue and all is stable. I guess I will try to RMA this one as well.
