What do you make of the following? This is on one of my spare switches.

implies the 24 volts is bad, or the circuit measuring it has gone bad....

I have 2 brand new out of the box doing this.
supply voltage is exactly 48.3vdc
Fans won't run.
No 24v POE at all, 48v seems to work fine.
