How to Ground near the water

I need to know how to ground this...I'm setting up an LTU rocket, LTU lite or LR, WS-8-150-DC, Victron charge controller, & a solar panel(s), 24 volts lithium battery. The radios will be in a tree ~ 20-25'. I would bond the radio, controller, switch, & panel together. How do I ground all this? It will be next to the water. Should I put the grounding rod in the water? Or next to the tree?
