Ports disabled after reboot with PoE Smart Disabled
On one of my 12-250-DCs whenever I reboot it I have ports 4, 7, 9,11,12 show as being disabled in the status, but on the port tab the gui shows them as enabled. I've disabled PoE Smart and they still do that same thing, with out without radio on the ports.

Latest version, no log entries regarding any ports except port1 which is my mgmt link.
