WS-24-400A ground lug
Want to confirm that the WS-24-400A ground lug should be grounded to common earth/tower/electric ground even though the AC power plug also has a ground on it?

Yes, a grounding lug on a metal chassis is more for user safety because it is metal. Think if the user has their hand on the chassis when lightning strikes something connected to the switch.
The key is to make sure all grounding is on the same ground potential meaning they are bonded.
