It is suggested not to because one should get in the habit of not doing so as it is a risky approach.
It is always a good thing to un-power any electrical circuit when working on it, that is just basic safety.
I am not sure what you want from me, we suggest you not do this for many reasons:
1) You get in the habit of doing it this way and if you plug in a device with a bad cable you get a short. I tell my WISP guys to NEVER do this so procedure is to not do it this way.
2) You can plug in a connector at an angle and cause a short from pins on the connector being mis-aligned and it arcs a short.
3) If the user is plugging in live cables and gets contact and loses contact and gets contact several times in a short period (ms) then the in-rush of current is experienced in succession.
4) Applying power and removing power and applying power in rapid succession to electronics sometimes will factory default them, I have seen this happen.
It is just not a good thing to do.
